The UAE taxes vape liquids at 100% excise whether or not they contain nicotine, and Cabinet Decision No. 137 of 2026 applies its AED 1 per ml minimum excise price to 0mg liquids too. That’s why 0mg isn’t a budget category here.
Is 0mg harmless?
